Why Are There No Services Under Win95/98?
Marketing decisions
Microsoft did not want Win95 to be useable as a server OS, otherwise folks wouldn't buy NT (this is also why 95 can't be a named-pipe server).
Microsoft wanted Win95 to run on a very minimal hardware platform, and adding these capabilities would increase load too much.
Technical considerations
No security credentials
Not really multiuser
No infrastructure for logging and administration
